It wouldn't be analysing 99% of the time... Far from it. I'd imagine something like this to be firmly nested in the admin interface. I don't hear anybody shouting that the admin interface is an unnecessary or undesirable luxury.
All the processing should be done on demand (ie, when you load the analytics' page), so the additional overhead when you're not using it is only the same as if you turn on logging for a site.
