OK, that worked. I restarted Cherokee in the admin interface, and now it
knows it is running.

PHP is still not executing code in HTML files, and this is what I have for
the default virtual server:
Target Type Handler Auth Enc Exp Final
php, html Extensions FastCGI No Yes No

Do you see anything that needs changing there?

I'm not sure how C-A reports the running instance, other than with the error
report generated by the Launch
button. And of course, now the extraneous instance is not running.
