That is _really_ odd. Both letters (kav and he) are valid Hebrew
letters (not only that, they occur elsewhere in the same
string).
Now, the string given by the server in the listing page is _not_
identical to the one given in the error page:

לגיוס קבוצות להדרכה ומשימה תשע.doc</a>
vs.
