Interesting... in my system the results of -b (without argument, that
means ALL) are:

sudo netstat -alnp | grep che
tcp    0      0 :::9090    :::*      LISTEN      2831/cherokee-admin

And with -b0.0.0.0 the results are:

sudo netstat -alnp | grep che
tcp        0      0 0.0.0.0:9090                0.0.0.0:*
LISTEN      2962/cherokee-admin 

Both cases work as expected (I can access the interface using the public
IP). That's Fedora 12 with 2.6.32.11.

Another obvious questions would be asking for your firewall
configuration :)
