Those sorts of problems tend to be related to permissions, in my
experience.   Whatever user cherokee is running as needs to be able to start
up your services if they don't exist.  In particular, SELinux tends to
prevent things from working when not set to permissive (or turned off
completely).

I also use full paths for executables, rather than relying upon any
particular setting of the PATH variable.
