Not sure if this helps any further, but I was trying to isolate this. I was able to reproduce it under FireFox. I created an extension rule with a static content handler. I have a logo image in the corner of the screen. Under http, the image loads, under https, it doesn't. So I right clicked the missing image in FireFox, and clicked properties. I copied the URL from the property sheet including https and pasted it into the browser bar. When the request was made to the server and came back, I got what looked like the URL in the web page, but when I tried to select it, it was an actual image. An image that looked like the URL instead of the image requested. I mean the image said https://myurl/mypath.jpg You could even right click it and get properties.
