It's not so much the people being killed that's the problem, but rather,
the people that end up maimed and unable to work becoming a burden on
society, which happens a lot more than death does.  Seat belts and helmets
push the injury bar higher, so there's not so big a gap between "you be OK"
and "you be stupid so you die."
