Personally, I would have done all of the mechanical work first and then the paint, because now you have to be careful not to scratch it while you work on it. I don't have much to add to what others have said. You can buy a crate motor directly from GM, but I have no idea what the shipping & import taxes might amount to. If I were you, I would not buy a junkyard motor from the US because you will have no way of knowing what you�re getting until it arrives. At least with a crate motor you have some assurance that everything is new and probably even a warranty (although the warranty may not be valid outside the US, I really don't know). HP ratings did drop in the early 1970s because of all the anti-pollution stuff being added to the motors. AFAIK, the way horsepower ratings are determined also changed at some point. I don't know much about that since I never buy or work on anything newer than 1970.
