We said something similar immediately after OKC (me included).   We are
better  off if we are sure B4 we act ....and I think that we will be
sure.  And the guilty will pay.

I have feelings of sorrow for all who died and anger at those
responsible.  But if we go off half cocked, we will be no better than
they.  Also after every terrorist attack we come back with a
"Measured/appropriate response.   This time our  response needs to be so
out of proportion that the bad guys never ever try something similar.
