Ebay has a strict policy against this. Could it still happen... YES. Does it happen... I would say in most cases... NO. I have purchased many items off of Ebay. Do your homework. When I Bid, I usually know what an item is worth... but what is more important... is what I am willing to pay for it... even if it is MORE than it is worth. Some items you just cant get... and you have to pay the price ... if AND only if you really want that item. If the bid gets too high... just move on. IF you do suspect a seller bidding up his/her item, check out the previous bids (by clicking on the link). You wont see the price increments, but you will see their name. If you see a bidder in there over and over and suspect that its the seller... I just simply would not bid on the item anymore. I still believe that most people out there are honest..... knock on wood, so far I have not been ripped off, the item(s) were delivered as promised and in the shape advertised. Now this is not to say I wont get ripped off in the future (there are probably hundreds of horror stories), but I am willing to take my chances.
