Seats and other vinyl parts can be sprayed with vinyl dye. Vinyl dye is a lacquer based product that will actually bond to the vinyl if there's nothing on the vinyl to prevent adhesion. The problem I've seen with seats is that it's hard to get them clean enough. Getting tproducts like Armor-All off can be a real PIA. Once that is achieved though, I've seen a dye job last indefinitely. Just make sure you don't cut corners and, as Richard Schaefer said, use a good vinyl prep product. PPG has vinyl dye and interior colors available for most older vehicles. Don't use the same product you do the vinyl with, it won't stick. On plastic parts you need to use a lacquer or interior urethane product. There is a plastic primer DPX801 made by PPG that you need to use first. A light coat of the plastic primer will make the paint stick to the parts very well.
