I had a similar problem with the HEI ignition on my '71 a few years ago.  I
don't remember what kind of voltage I was getting, but it was dropping
significantly enough while the key was in the start position that the car
would not start.  I know that the battery voltage wasn't the problem,
because I found that if I ran a secondary wire from the fuse panel to the
"battery" terminal on the distributor, it would start like a dream.  I
wonder if it has something to do with my ignition switch going bad or
something?  I just by-passed the problem by adding the second wire, but I'd
like to know what was causing it so I can fix the true source of the problem
