I have seen this on some Chevy vehicles over the years.  I have a theory it may be because of the weight of the driver lop-siding the weight balance.  Perhaps if the vehicle has the fuel tank on one side, not in the center, this would also help wear out one side before the other?
 
Just a theory.

O.K. it looks as though the elcy sits one inch lower on the drivers side. I took my hand and measured from the top of the tire to the wheel well on the passengers side and my hand fit , on the drivers side I did the same and was not able to fit entire hand in the same way.( high engineering tests here) What would cause a vehicle to sit like this?
