I had the same symptoms a few years ago and ended up replacing the heater
core.

Subject: [Chevelle-List] Heater core?

Last few times I drove the Chevelle, I have been noticing the odor of
anti-freeze and when I throw on the heater, the windshield gets fogged.
This is a faulty heater core correct? That is what I am thinking but I
read in the archive's where someone was talking about "sealing the heater
box"? I am not famaliar with this and thought I had better ask before
heading out to the local radiator shop.
