Re-read Mikey's original post. He's not saying you shouldn't be able to drive when you're 16, only that 16 and 17-year-olds should have restricted licenses (which we have here in Wisconsin). The restricted license is a very good idea for the young driver who hasn't yet accumulated much real-world experience.
