The plastic inner fenders were made in Canada. All the ones I have had that are plastic have General Motors of Canada stamped on them. Some cars even came through with one plastic and one steel inner fender from what I have heard. I guess it just depends on what the assembly line workers either had on hand or felt like installing at that particular time. My 69 had plastic ones, but it will be getting steel ones put back in.
