Hi Bill, 1) Whether it's true or not, I never heard of that and I never worried about which end went in the block first.
2) I've built many many small blocks over the years, and not once was there a nylon guide for the fuel pump pushrod. 3) The hole in the block should be just big enough for the fuel pump pushrod to slide in and out. If there's enough room for the ring you describe to fit in the hole, then it sounds like the block is wasted unless it can be bushed but I never heard of anyone installing a bushing in the fuel pump rod hole.
