Mikey,
         If you are the person wanting to put up a web site you can check with your ISP to see if your account you pay for to get on the Internet comes with web site space as part of the account. Most larger ones that you pay for do!
 
There are plenty of low cost hosts out there these days as well. Service sux on most of them, but you get what you pay for I guess.
 
If you are surfing and don't want to get the pop-up screens there are probably several products out now to stop them from popping up on your screen. The one I use is "Pop-up Stopper" from panicware.com  It's free!
 
One other thing you should do ( in addition to making sure you are running a personal firewall) is run a free program called AD AWARE. It finds the stuff that gets downloaded to your computer without your knowledge to throw ads in your face and keep track of where you are going. You can get Ad Aware for free at http://www.lavasoft.de/ 
 
Syamantec's Norton Internet Security suite cuts the ads and gives you a nice firewall as well as the best anti-virus protection you can get, but it's not free.
 
If you are going to swim in the vast swamp of the unknown called the Internet, you best protect yourself.
