OK, I Previously cooked the brakes due to the front disc brakes locking up. I have replaced the Calipers and still no fluid coming through. I checked the steel lines and there also was no fluid coming through. At the suggestion of this board I am in process of replacing master Cylinder. There is an extra "Block" or "Valve" that is bolted on with the MC at the power brake booster. The front reservoir attaches to this "block/Valve" and goes on down to the proportioning block.  The lines from the MC to this block/Valve are rusted or stuck so I ring off the short one which allows me to turn the block rather than the brake line head so I can remove the Block/valve.

What is this "Block/Valve"? Can I replace it? Where do I find it? I have seen front line kits that say 5 pieces but have not been able to see illustrations. One thing I have not seen is anything other than the Proportioning block. I want to replace every part on these brakes so I know I will have no other problems.
Please help educate me on the Chevelle Power brake system on a 70 Chevelle SS396.
