That makes sense to me, as well as cleaning the area with carb cleaner
before applying the RTV.

Will carb cleaner or brake cleaner damage the RTV?

There is NO vacuum--if anything there is crankcase pressure.  The only
place you will see vacuum is in the intake ports.  Seal it & let it set for
4~6 hrs to allow the RTV to cure.  It will not seal in the presence of oil.
