I wouldn't call that a balancer, it's just a hub to mount the pulleys. I looked in my old parts book and the 2 barrel 283 engines get the hub, 220 hp 283s and 327s get a balancer(there's at least two part numbers); the six cylinders have balancers too (with pulley built into outer ring) Yet the 2 barrel cars just got the hub.
