Hello Gary, yes there is supposed to be something in the line from the manifold and the pod. It is listed in some catalogs as a check valve. Here are the links to what I think you need, if you need the pod also, from John Nasta at Old Car Network who is a member of this list.

Hello All:
 
I had my cowl induction working on my 1970 chevelle, driven it for approx 900 miles, the vacuum pod gave out.  Looking at a catalog, it show I was supposed to have a vacuum control valve between the manifold and the vacuum pod.
 
Is this correct?????  is this a common problem?????
