I have a factory advertising brochure for the 1968 Chevelle, and one of the things that is touted in the little book is that the new cars have steel inner fenders. This feature is specifically mentioned in the brochure for the '68 SS396 convertible ("Full Coil suspension, inner steel fenders, and separate frame construction cushioned by rubber mounts"). The 300 Deluxe Sport Coupe boasts "Flush-and-dry rocker panels, Full Coil suspension and rugged inner fenders for long-lasting protection of the sheet metal." In the Technical section at the rear of the brochure, under the "CHEVELLE EASY-CARE FEATURES AND ENGINEERING DETAILS" it states "INNER STEEL FENDERS. Help protect body surfaces from harmful corrosion." (These features are printed in all caps--I'm not yelling) I'm not that familiar with the '69's, but for '68, I'd say that all of the cars should have had steel inner fenders. Maybe someone will have the '69 brochures and can look and see if the same features are listed for them.
