can't speak for 69's but GM was not quick to change a proven design.. The dome lamp is wired into the ribbon wire under the floor.. it's junction is behind the rear seat brace drivers side along with the gas tank fuel gage and the plug from the rear tail lamp harness.
POP out the back seat and you'll be able to ring that circuit out..
