If it's a Canadian-built Chevelle, the body tag (trim or firewall tag) will clearly state Made In Canada (with one exception and that's Chevelles built for export), see http://www.chevellestuff.com/68velle/68_trim_tags-os.htm for some examples.  Just because it's from Canada doesn't mean it needs Concours (no 'e') emblems.  The Concours was an upscale trim option on the Malibu.  There's also extra trim between the tail lamps - see http://www.chevelles.com/years/68/concours.html - if it truly has the Concours trim option.
