You make a good point because some people are not "trying to pull a fast one" but were lead to believe something that might not be true, and are just repeating what they were told.
So, before you completely dismiss it, what is your theory on how this 69 car may have gotten a 68 VIN? Trashed & rebuilt? Stolen & retagged? You have to admit, it's an oddity.
