I have seen ceramic coated parts rust away- namely on some tailpipes on a show car- they had all kinds of holes in them, just like a normal steel pipe would have had, I think it starts from the inside. The claim that they are coated inside and out is a myth, I have been told by some race car builders and a person who does the coatings for a living.
