According to Gary from Gary's Steering Wheel restoration, a really important thing is to use the right filler if you have any cracks. Most of them will look fine for the first year and then crack again when the substrate expands and contracts at a different rate than the filler. Gary says he has worked out a good plastic mixture that will approximate the modulus of elasticity of the original wheel better than straight Bondo, epoxy, or urethane. Of course he doesn't go around giving out his "secret formula".

you can paint a wheel pretty much the way you paint anything else. I messed around and restored a couple wheels (a kit I got from Eastwood). The big deal is getting all the prep work done right and a good etching primer.
