Find a local Industrial fastener store like Revcar or Fastenal and ask about Zylan coated bolts. These are Teflon coated B7 grade and are generally available in dark blue or green. Stainless steel bolts are pretty to look at but do not respond the same as regular steel with respect to bolt load. The Teflon bolts will not be attacked by anything you could throw at them and are good to about 550 degrees F.

They are natural steel that is not coated with anything, so they will naturally rust as they come in contact with moisture.  I would take them off, sandblast them and paint them.  Moisture is unavoidable so the best thing to do is give them a coating to protect the steel from the moisture in the air.
