Pelle: In my state (Oregon) we have what is called DEQ (Department of Environmental Quality). If you don't meet certain emission standards you can't get the car licensed. Here  that applies to any car newer than 1980. Some states require emission standards plus vehicle safety.                                                             Larry (Z)
