Hi Pete,
I found that loosening the bottom bolt allowed the top to be "persuaded" by hand pressure into the correct position while the axle was raised to keep them located.

You mean springs aren't seated in stamped spring mount?
With car on jack stands and axle supported you should be able to loosen bolts holding springs to axle pad and lower axle enough to rotate spring until it seats in frame.
Then retighten bolts. Been a while since I did mine.
