Sounds like sucking air at the carb./manifold. My best guess is the new carb.throttle body is warped or the gasket to manifold is not matching both carb. and intake manifold. Have encountered those problems myself over the years and makes a whistling sounds. I presume you connected all hoses and they are tight.
