I don't know about UPS but with FedEx, "Ground" (to a business) is
cheaper than "Home Delivery" (to a residence). Even a local (next
county) package less than one pound costs about $8.50 - $9.00 for
"Home Delivery", maybe $5 to $6 "Ground". Having said that, I usually
find FedEx Home Delivery to be less expensive than UPS Ground. Of
course this also depends on the business and what deal they have with
their shipper. Presumably OPGi is in a position to negotiate a good
rate.
The best deal for packages under 1 pound is USPS Priority Mail at
$4.60 to anywhere in the U.S. in 2-3 business days. However, for the
shipper it is often less convenient to ship USPS. That rate does not
include tracking or the automatic $100 insurance that you get w/
UPS/FedEx, and it often requires sending somebody to stand in line at
the post office, and of course an employee's time costs money.
Still, $22 - $24 seems exorbitant for shipping a door latch, assuming
you live in the continental US.

across the country......about $11, yes that would be from NJ to CA
which is 5 days UPS Ground. To ship the same thing 1 day UPS Ground
is about $5.
