I don't know about UPS but with FedEx, "Ground" (to a business) is cheaper than "Home Delivery" (to a residence). Even a local (next county) package less than one pound costs about $8.50 - $9.00 for "Home Delivery", maybe $5 to $6 "Ground". Having said that, I usually find FedEx Home Delivery to be less expensive than UPS Ground. Of course this also depends on the business and what deal they have with their shipper. Presumably OPGi is in a position to negotiate a good rate.

The best deal for packages under 1 pound is USPS Priority Mail at $4.60 to anywhere in the U.S. in 2-3 business days. However, for the shipper it is often less convenient to ship USPS. That rate does not include tracking or the automatic $100 insurance that you get w/ UPS/FedEx, and it often requires sending somebody to stand in line at the post office, and of course an employee's time costs money.

Still, $22 - $24 seems exorbitant for shipping a door latch, assuming you live in the continental US.
