Lorne, so what I think we can say for sure is that the Horn relay is the center 
point for all circuit power to the fuse block. There are several connections on 
the two large tabs of the horn relay. Disconnect all connections except the one 
to the battery. Check for drain. Re-connect those connections one-at-a-time and 
see if the leakage occurs again. 

Then follow it to the next point which is the fuse block. 

That fuse block has two pieces and if old and fragile. My 67 OEM was in bad 
shape with corroded terminals both inside the car and on the firewall side. If 
you break something, it will be hard to repair but you have to keep searching. 
The problem could be inside this clam shell fuse block.
