Does the solenoid on the starter click ( assuming solenoid was not relocated)?  
Tap the solenoid a few times with plastic end of a screw driver in the event it 
is hung up.  If you starter is correct for the car - you can get them rebuilt 
from $55 - $85.  Check that you have a good connection coming from the + of the 
battery to the starter and that you have 12v coming from your ignition to the 
solenoid .  If you have headers - it will make it a little more fun to remove 
the starter.

My Chevelle will not start or even turn over. Last time out (approx. 4 months 
ago), it started fine and ran good. No sign of any problem. Went to start it up 
over the week-end and nothing. Charged the battery and had it checked 
out......battery checked out good. Still will not start or turn over. I'm 
wondering if it's the starter and hoping not something more serious / costly. 
    I'm planning on working on it this week-end and was looking for some advice 
on what to look for  and check out.
