Sit-in at the Federal Building Ann Arbor 
September 26 at 12:00 
Dear Friends 
          I am emailing you, my dear friends, to inform you about the recent 
assault on our Freedom of Speech by the U.S. Immigrant and Customs Enforcement 
agency (ICE), and to call you to action.  Congressmen Luis Gutierrez and Sam 
Barr have spoken out on the floor of Congress opposing illegal and brutal raids 
carried out by ICE against the Latino community.  ICE’s Director of 
Congressional Relations, Jamie Zuieback, has asked Congress to “Discipline” 
these members of congress for speaking out.  ICE is being joined in this demand 
by pro-ICE congressmen Tom Tancredo, Brian Bilbray, and Dana Rohraback. 
          If we allow this assault on the free speech rights of members of 
congress how soon will it be before each and every American loses their right 
to speak out freely? 
          During ICE’s raids their methods for enforcing the immigration laws 
have broken U.S. laws concerning rights of the accused when arrests occur.  
Once ICE’s brutal and ruthless attack on victims, friends and families become 
visible, these acts by a government agency will outrage all moral, decent 
Americans.   
          To bring the light of truth into public view, I call all of you, my 
friends, to action. The course is clear: as Americans we must speak out  and 
act in defense of free speech for all members of congress, for all Americans, 
and must demand an end to ICE’s acts of brutality toward the Latino community. 
          I “Phil Volk” ask you to join me and help with an act of civil 
disobedience, on September 26, 2008.  At 12:00 noon I will lead a sit-in within 
the Federal Building in Ann Arbor .  We will not be moved; the federal officers 
will have to move us. 
          Hopefully this act of civil disobedience will help draw attention to 
ICE’s actions—its law breaking and its racist abuse of the Latino 
community—bringing them clearly into the open for all good American to see. 
          The reason I choose to do this as “Phil Volk” an individual and not 
part of any organization is so that it is clear and simple why you are being 
call to action. No hidden agenda, no hidden motivations: I am just a simple, 
common American citizen standing up for our basic rights under the U.S. 
Constitution.  These are the rights that so many good Americans fought for: the 
right of free speech and the dignity of all humans no matter white or Latino. 
          On Thursday 25, at 7:00 p.m. there is a “Nonviolent Training” for 
those who wish to be part of the Friday sit-in. Because of the nature of the 
sit-it and most luckily we well be arrested we must have a firm understanding 
how to act in response to officers’ actions. If you cannot get to the training 
there is a rally at 11:00 a.m.

          As I am simply one person and not that sharp at getting the word out,

me to get it out to the press; I really do not know the best way to reach them.
