Maybe you could keep them in a confined area while you cannot watch them
all the time, this way they will not want to go potty in their bed, so it will
force them to use the pad instead of a pillow or bed.
I think it's best that they smell the pee on the pad too, so when they do
pee on it, this is kind of gross because you would think to throw it out right
away, but if you dab the new pad in it, just a little bit, and put the new one
down, they will smell they went there, letting them know that is
where you do your business, I think it works sometimes.
Also, I think it's good to make a HUGE deal out of it when they do go on
the pad, like do a dance and give treats and rubs and pets. I think
Positive Reinforcement works best!
Oh and when they have been sleeping, you should take them to the pad right
when they wake up because more than likely they need to go and they will go on
the pad if you wait until they go before they can take off and play.
