[Chihuahuas] potty training!

I am having no luck with getting my male potty trained. Are males harder than females? My female will pee on the potty pad but I have caught her a couple times going on a rug or something. Also, she wont poop on the pad I have to move her to it. Is it harder for them to learn to poop on it than pee? My Male will NOT go on it at all. HELP!!!!!!!
