Fifi has always gone outside to potty. When we first moved to the apartment I tried to switch her to the wee wee pads. She would have no part in it! She would hold it and be shaking and whining because she needed to go so bad. I even "expressed" her bladder while on the pad to show her that it was ok. Nope, didn't matter. So I gave up. Good luck!
