I have faced this problem with some of the pups I have placed. I am told that they do not do well on leashes. Thing is, I DON'T leash train my pups/dogs. However, there is a reason for it. Where I live, we do not have leash laws, ect., and there is plenty of room to run around, so my dogs/pups have always been trained to just walk beside me or go only as far as I allow, then come back when called. Once I am confident they will obey, even when I take them out in public I don't leash them. For instance if I go to my kids school, they just walk on the sidewalk with me. If there is a lot of traffic and I am concerned about the carelessness of others, I carry them.
However, that said, any time I have brought a new older dog home, I know they are not trained to walk with me, so I am afraid to just "let them go". I keep them on a leash when outside, for a few days, but eventually, they pick up to stay with me. They stay close out of fear of the environment and know they are safe beside me. So, basically, I do the opposite of what you are asking....I un-leash train them! lol So how do you leash train? I would start with a halter rather than a collar. It gives you more control and less chance of choking a dog who is fighting it. Try leaving the halter on them inside, without the leash attached. After they get use to that, try leaving the leash on it inside when you can supervise. When you take them outside, make the walks short and frequent until they eventually will get use to the halter and leash. Some people even train the dog to associate the leash with going bye bye or something else they enjoy. I had one chi that associated his coat with going bye bye. Any time he would see his coat, he would get so excited and try to put it on himself so he could go bye bye. Hope this helps.
