Hello!
I'm new to the group but, I just had to respond.  I agree with those of you who say you have to take responsibility for your dog and it's safety no matter who or what's around.  All dogs should be on a leash and small dogs especially need to be watched soooo very carefully, bad things can happen in the blink of an eye!
I own two tiny dogs, a miniture dashchund named Shibby and a Chihuahua/Terrier mix named Bubbles(she's my baby) and they hardly ever even go outside(they are both paper trained), it's just too dangerous! We have a fully fenced-in back yard and when they do go out they are ALWAYS supervised.  I love both my babies and I would hate to see anything happen to them but if it did I would have to take some of the blame because, in the end, I dropped the ball.
