The male must be 9 months old for what? I have a hard time with your replies since none of the text of the previous post are there. :-) Sorry. If you mean the male must be 9 months old to reproduce, that is not always so. Some do sexually mature sooner...it is just kinda rare. They must be 9 months old before the AKC (I don't know about other registries) will register the litter without a DNA. If a sir is under 9 months, then the AKC requires DNA to prove that the sir is in fact the sir. The reason for this is because it IS unusual for a dog to sexually mature before that age. Unusual but not impossible.
