I am not sure about the color of the pee thing but you might try a belly band.  Another thing is whether or not he is fixed.  At this age he would be marking terroritory I would think.  If he isn't fixed, try that unless you plan on breeding him.  My 12 week old, female, Kana is pee pad and outside trained.  I smoke, but not in my home so whenever I go out to smoke, I pick her up and say, Let's go potty, and take her out. She goes just about every time I take her out.  If it is raining I pick her up and say, Go potty, and put her on her pee pad.  Seems to be working VERY well.  Good Luck!
