Chihuahuas need to have their teeth cleaned about once a year...Have you had that done already?  If not... find a good vet and get it done as soon as possible...bad teeth now can lead to Congestive Heart Failure and a host of other problems down the road...Its the infection/bacteria in the mouth that can cause problems in the rest of the body...I have a good vet that charges $50.00 for cleaning which includes any extractions that need to be done...and there is another in my area that charges $150.00-$200.00...so you might need to shop around...Keep in mind they are under anesthesia while this is done so there is always a risk but I believe the benefits outweigh the risk...
 
It has been my experience that the cleaning will also "temporarily" cure the bad breath...it will resurface once your chi's teeth begin to build up "yuck" again but if yours will let you brush them...you might be able to keep the breath under control once you get them cleaned...
