I'll throw out my .02.
We have a really big back yard with chain link fencing.
Obviously this won't contain a chi, there's always gaps and holes under the
bottom of the fence. What we did is run a strip of chicken wire all the
way around the bottom. We took a piece of thicker wire and wove it through
the very bottom of the chicken wire to keep the bottom down. Then, at
regular intervals we drove pieces of iron rebar down through the chicken wire
and into the ground to anchor the chicken wire down firmly. We've never
had an escape yet, but then I don't take my chis outside except on a leash -- we
have tons of large hawks and owls around here and several chis have been carried
off.
