Hi, first, it is almost impossible that a chi will be able to
take such a long walk. My suggestions are, leave him at home, carry him, or get
him his own wheels ( a lot of people use baby strollers) It is fine to let him
walk a while, but when he starts getting tired ( and you will know) be prepared
to pick him up.
As far as him using the bathroom it sounds as if he sees the
pen area as his den. As a general rule, a dog will not mess his den. Maybe you
should put his potty pad in a difference place from his "den". When he is
unsupervised, leave him in his "den" then when it is time to get out, take him
directly to the other area to potty first before he can play.
Also, you said rug.....if this is a movable rug, and he has
marked it, it may be worth it to sacrifice this rug and place it in the place
you want him to potty and allow him to use it until he adjust to the potty pads.
Of course, if by "rug" you mean the carpet, this wouldn't work, lol
