In order to get a new state law you would need to contact your representative to the state house. In some states these people are called representatives in other states they are delegates. You should be able to find out who yours is in the telephone book or online for your particular area (city, county). You need to go to them and ask them to sponsor a bill. You may need to go to someone who can help you to write the bill, or the representative may be able to direct you to someone on his/her staff who can work with you on this. I am planning the same thing regarding a different subject. I hope this helps. I would wait until they get the snow cleared.
