My Pita is snippy, and I took her everywhere as a puppy. I even brought her to work with me. However, there are some people she just does not like, period. However, she usually likes most people, so that is her saving grace. I think some dogs are just that way no matter what the owner does. I have tried everything, I don't think she wasn't socialized properly... -- em :)

Maybe you should talk to the manager at the store. It sounds like she was giving you a hard time. They do require a copy of the shot record on the pup. Not Rabies per se. The method I read about is just stopping inplace when he tries to tug you, so he can't go anywhere.
