Hey, Mike.

If you've been yelling at or otherwise punishing Rico for peeing on the rug, 
this is why he doesn't want to go in front of you.  Negative reinforcement 
works very poorly on chihuahuas.

There's a file in the Files section of this group's homepage called 
"housebreaking.txt" that you might have a look at.  It's my pee pad training 
technique.  It worked effortlessly with my two.  You may have more problems 
with Rico since he has habits, like waiting you out, to unlearn.  For the 
time being, while you're working with him still, I would keep him confined 
to uncarpeted rooms, NOT a kennel, and make going into the carpeted rooms a 
reward for when he's just gone on a pee pad.

Remember, you want to positively reinforce ANY desirable behavior.  If he 
even stands on the pee pad, sniffs the pee pad, praise and reward. 
Especially if you've previously yelled at him for peeing, you're going to 
have to rebuild positive associations between urinating in the *right* place 
and your approval.

If he does have an accident, dab a little on the middle of the pee pad and 
lay that pee pad out for him to use.  This will help remind him that the pee 
pad is the right place to go.
