no, in this particular situation, I did not do the right thing for me and 
Cookie. My philosophy in life is that I would rather live a short happy life 
than a long miserable one. I should have applied that to my pets as well...and 
from here on in...I will. Not saying that is right for everyone, but for us, it 
would have been the better thing.

As for the law...we have no type of local animal laws here, and the few state 
laws there are are not enforced here. We do not even have an animal control 
official. No shelter of any type...nothing. There is nothing to require us to 
confine an animal and the vast majority of outside dogs here are free to run as 
they please. One can drive down any of our country roads and see a minimum of a 
dozen dogs at any given time who are loose. Most dogs learn "road smarts" they 
know to stay away from cars ect. Unfortunately, Cookie never did learn that. It 
was almost as if she made a game of making cars go around her. She was truly 
that mischievous :-)

  You did the right thing by trying to keep your dog restrained.  I too live in 
the Country on a farm.  We restrain our dogs if they are runners.  If you did 
not, your dog would have died much sooner and perhaps could have caused an 
accident and killed someone.  You did the right thing.  It is our obligation to 
restrain our dogs.  It is the law too in, I believe, all States.
